Personality: Michiru is a woman very much driven by duty. She has never had any illusions about the role that she and others would ultimately play in the grand scheme of things: protectors, saviors, and she has never balked at the idea that she may have to someday sacrifice her own life - or ruthlessly sacrifice the lives of others - in order to protect the princess or the solar system. She has done it before, after all, and those duties are the reasons she was reborn at all.
This does not mean that Michiru is dreadfully boring or focused solely on her ancient responsibility. She is an incredibly talented painter and musician both.
As a rule, she is calm and collected, aloof sometimes to the point of being cold. She hates being patronized and refuses to coddle people. She has never been an overtly social creature, preferring to keep to herself, though she warms quite a bit through the series after adopting Hotaru and raising her with Haruka and Setsuna.
She is a young woman who through both memories of her past life and her current responsibilities matured very quickly. Her sometimes callousness and occasional teasing, dismissive nature does not change the fact that she is fiercely devoted to the few closest to her. As a side note-- she's also an avid makeup collector, and possibly just a little vain.
Background: Michiru is Sailorneptune, one of the sailor soldiers tasked with guarding the solar system from outside invaders. Over a thousand years before present day Tokyo, the universe -- and its inhabitants -- was destroyed and reborn.
The fact that Michiru was reincarnated at all meant that solar system was again in danger. She and Haruka Tenoh (the reborn Sailoruranus) accepted the mantle of rooting out whatever threat this was and eliminating it.
Eventually it was discovered that the Death Busters were attacking citizens of the city, stealing their life energy in an attempt to wake Pharaoh 90. Michiru and Haruka both refused to work with the inner soldiers, stating that taking care of this threat was "their turf."
In the midst of trying to combat this threat, Sailorsaturn also beginning to awake from inside a young girl whose body had been ravaged and experimented upon after her near-death as a child. Michiru and Haruka set out to kill this girl, since Saturn's awakening meant that the universe would be destroyed and reborn again.
They were not able to stop Saturn's emergence, but instead of ending the world, Saturn was able to sacrifice herself to stop the ascension of Pharoah 90 and was reborn as a healthy, innocent baby.
Michiru, Haruka, and Setsuna (Sailorpluto, who had aided in the fight against the Death Busters) first swore their allgiences to Sailormoon, the girl who would someday be the leader of Crystal Tokyo, and then made a promise with each other to help raise baby Hotaru. With the outside threat to the solar system gone, the four of them made a life together.
Hotaru grew at an amazing rate, both physically and intellectually, and was well-nurtured as she did. Sailorsaturn eventually awoke within her again, though, restoring to her her memories of her previous life just in time to help them all fight with the inner senshi once again.
After this, Michiru and Haruka both began attending high school with Usagi and the rest of the inners. Not long after, though, Sailorgalaxia appeared as a threat to Earth itself, and after the death of some of the inner senshi, Michiru returned to Castle Triton on Neptune in an attempt to figure out what, exactly, was going on. She was killed there, and her body used to fight against Sailormoon. After Galaxia's defeat, she was reborn yet again, and has been living in peace since then.
